Old Vehicle Scrapping Program: FAQs

Vehicle scrapping is a method used to reduce pollutant emissions from the vehicle fleet. Since new vehicle are required to abide by stricter emission standards, voluntary scrapping programs are meant to encourage vehicle owners to retire older, polluting vehicles. Israel's voluntary vehicle scrapping program begins on January 1, 2010.

What is Israel's vehicle scrapping program all about?

Owners of vehicles at least 20 years old, with a valid vehicle registration license, may deliver their cars to dedicated lots, where vehicle scrapping will take place. All parts of the scrapped vehicle will be transferred for recycling. The State will pay vehicle owners 3,000 shekels (about $800) per scrapped vehicle.

What are the aims of the program?

The vehicle scrapping promotion plan is expected to take thousands of old vehicles, characterized by high pollutant emissions and low safety, off the country's roads. Organized removal of old, polluting vehicles from the road will:

  • Reduce air pollution in Israel's cities
  • Reduce the number of scrap vehicles discarded in cities and along roadways.
  • Increase the recycling rate of the vehicle's raw materials

Who is promoting the program?

The vehicle scrapping program is promoted by the Ministry of Environmental Protection, in cooperation with the Ministries of Transport and Finance.

Which vehicles are eligible for the program?

Compliance with all the above is required:

  • 1990 vehicle or older
  • Valid vehicle registration license (test)
  • Private passenger vehicle (M1 category vehicle noted on the vehicle license)
  • Delivery by the registered owner to the scrapping lot
  • Vehicle without lien or attachment

Why is a valid vehicle registration license required if the vehicle is targeted at scrapping?

The vehicle scrapping program is intended to take older, more polluting, and less safe vehicles off the road. Cars without a valid license are not in use and therefore there is no reason to incentivize their owners to scrap the vehicle.

Can a 15-year old vehicle be delivered for scrapping?

The scrapping program is mainly targeted at vehicles which are at least 20 years old (1990 or before). However, 1991 - 1995 vehicles which were taken off the road by the safety patrols of the Ministry of Transport will also be invited to participate in the program.

Does the vehicle have to be usable and drivable?

No, the vehicle must arrive at the scrapping site with all its parts, whether usable or not.

How will the program operate?

Assuming compliance with the necessary conditions, vehicle owners must take the following steps:

Stage 1: Registered vehicle owners must come to a vehicle licensing bureau equipped with the vehicle registration license, valid identification and a cancelled check. The licensing bureau will cancel the vehicle license and issue a temporary 48-hour vehicle license.

Stage 2: Arrival at an authorized scrapping site with the temporary vehicle license and a valid identification. After vehicle and owner identification is confirmed, the vehicle will remain in the site for the purpose of scrapping. Within 45 days of the completion of the process, the owner's bank account will be credited in the sum of 3,000 shekels.

Where to deliver the vehicle?

The Ministry of Environmental Protection will select up to six authorized sites for vehicle scrapping which will supply the scrapping services. An updated list of scrapping sites is available on the Ministry of Environmental Protection's Hebrew website. As of March 2010, five authorized sites are operational: in Ashdod in the south, Jerusalem and Petach Tikva in the center and Kiryat Ata and Hazor Haglilit in the north of the country.

Will the licensing fee be refunded in addition to the NIS 3,000?

Yes, the vehicle owner's account will be credited by NIS 3,000 in addition to a refund of the licensing fee, at a rate commensurate with the time left until expiration of the vehicle license.

Is there an additional payment to the scrapping site?

No, there is no payment for delivery of the vehicle to the authorized scrapping site.

Is the vehicle owner required to appear in person?

  • At the licensing bureau - the registered owner of the vehicle must come to the licensing bureau in person to submit a request for cancellation of the car registration for the purpose of scrapping.
  • At the scrapping yard - a person equipped with a power of attorney may replace the owner for the purpose of delivering the vehicle for scrapping. In this case, the necessary power of attorney form must be filled in (available on the Hebrew website) along with a certificate of identity of the vehicle owner and the temporary vehicle license which was issued in the licensing bureau.
